292 Million Dollar Website: Healthcare.govPublished on: Oct 29, 2013 

There is no doubt the site has some issues. Even President Obama addressed the criticisms and issues of the website in a dedicated Rose Garden appearance which lasted over 30 minutes. President Obama stated that “There’s no sugar coating: the website has been too slow, people have been getting stuck during the application process and I think it’s fair to say that nobody’s more frustrated by that than I am,”. The President promised a “tech surge” of the best people that his administration could assemble, he added, “there’s no excuse for the problems, and these problems are getting fixed.”

The Congressional Budget Office forecasted that about seven million Americans would use the website to obtain coverage during the first year after its launch. The October 1st, 2013 roll-out of Healthcare.gov went through as planned, despite the concurrent partial government shutdown.  Alexa Internet, Inc. is a California-based subsidiary company of Amazon.com which provides commercial web traffic data. When searching on http://www.alexa.com on 10/29/2013 it reveals that healthcare.gov has a global rank of 2,867 and a USA rank of 240. Now let us compare those results to the United States website for Social Security http://www.ssa.gov which reflects a global rank of 4,186 with a USA ranking of 827.

Sites that are ranked in the top 1,000 web sites on the planet are certainly not your typical website. Developing large account based secure websites in nothing new for the United States Government. Like many other large government websites, Healthcare.org  was developed by a plethora of government contractors.  The Sunlight Foundation (a non-profit Organization with the  goal of increasing transparency and accountability in the United States Congress, the executive branch, and in state and local governments),  has stated that at least fifty private contractors have been involved with the PPACA in some capacity as of fall 2013. It is also important to note that these contractors are not all internet and web development contractors. Many of these contractors are relative to the health care and insurance industries which are obviously much involved in the data and coordination of the many insurance plans offered on Healthcare.gov.

There is a well-known quote that echoes in my mind, “Too many cooks in the kitchen spoil the broth”! Could this be true in this case? This may or may not be true, as many internet and computer consultants specialize in one facet or another.  Every case is different, as many projects often require specialized development which is dictated by the needs of their services or function ability requirements. In the case of Healthcare.org, the front-end of the website was developed by the startup Development Seed. It became apparent the website source code had previously been officially posted on GitHub (the most popular code repository site for open source projects), although it was ultimately removed. The back-end work was contracted out to CGI Federal Inc., a subsidiary of the Canadian IT multinational CGI Group, which subcontracted the work to other companies as is common on large government contracts. CGI was also responsible for building some of the state-level healthcare exchanges, with varying levels of success some of which did not launch on schedule. Another contractor, Experian was assigned to digital identity authentication while Quality Software Services, Inc. (QSSI) also served as a subcontractor to a subcontractor. The total number of companies enlisted in the website’s creation, and their names, has not been disclosed by the Department of Health and Human Services. The whole effort was officially coordinated by the Centers for Medicare and Medicaid Services (CMS).

In efforts to mitigate the highly publicized and politicized website issues, President Obama appointed Jeffrey Zients to remedy the broken Healthcare.gov website. While Zients has acted as Director for the Office of Management and Budget, he will soon replace the current Director of National Economic Council who is set to retire in 2014. However, for now Zients is tasked by President Obama with fixing the problems of Healthcare.gov. After delving into the website’s issues and meeting with the project’s Developers, Zients is confident that the site can be fixed. Shortly after Zients became involved, Officials of the Obama administration announced that QSSI, one of the 55 contractors working on the website, will be responsible for getting the site working by the end of November, 2013.

Reuters news agency performed a cost analysis in mid-October stated that the total contract-based cost of building Healthcare.gov swelled three times since the initial amount budgeted in April. Reuters estimates the final sum nearing a total value about $292 million.

It is true that Healthcare.gov website has experienced serious technological problems since its launch. Americans have reported difficulties in signing up for healthcare.  As of October 27th, only about seven hundred thousand people have filed applications, with even less actually enrolled in plans. Issues with Healthcare.gov have persisted weeks beyond its initial launch, with the website unable to reach its related data services hub on October 28th.

The existing technical problems of the broken website have been heavily criticized, and Republican representatives sent President Obama a long list of questions, demanding explanations for what went wrong. Some Republicans have called for the Secretary of Health and Human Services, Kathleen Sebelius, to be fired,  as she oversaw the planning for the site launch. Former White House Press Secretary Robert Gibbs described the technical problems as “excruciatingly embarrassing”, and he said that some people should be fired.

The reason I wrote this article was to provide some facts that yielded from my research on this big news item which focuses on the web development of a large government website.  My intention was not to provide a position on the politics surrounding the PPACA. I just wanted to report on the interesting facts surrounding the development process of a large government website.

The biggest issue I found in my research has nothing to do with the website itself. I find issue with the fact that a project went from being estimated at $93.7 million to ending up at $292 million? Who was estimating the cost? And who was managing oversight?  As a web design company serving the private sector, I know I would be fired and even laughed at, if I came to a client with change orders or if I submitted a final invoice for a project which resulted in a value over three times of my initial estimate.

In closing, I thought it would be interesting to end this article sharing some interesting facts regarding the most expensive websites developed to date. There are three different answers from this question based on these three different aspects :

1. The estimated net worth or value of the website; calculated from the number of daily traffics, number of contents, and number of unique features of the website.

2. The money spent on building the website.

3. The cost to purchase the domain name (i.e Business.com).

From the net worth aspect, here’s the top 5 most valued website :

1. Google.com – $29,474,299,422

2. Yahoo.com – $18,551,630,085

3. Amazon.com – $11,501,285,068

4. MySpace.com – $7,122,577,773

5. eBay.com – $5,622,551,932

As for the aspect of the cost from building the website: there are no valid data that could tell the exact spending of the website. This is because of the fact that almost all of the websites on the Internet didn’t publish their expenditure data for the public.

However, if you take an internet based business like Google, and begin to add up the cost to manage there staff and servers. You would have to include the purchase of the staff and equipment required to set-up and maintain the servers, headquarters and development. I found estimates that Google has $319 million Data Centers (with about 1,827,200 servers). On a conservative estimate that equals upwards of  $913 million.

Lastly, from the aspect of the domain name cost, here are the list of top 5 most expensive domain names :

1. Insure.com, sold to QuinStreet for $16 million in 2009.

2. Sex.com, sold for $12-$14 million in 2006.

3. Fund.com, sold for $9.99 million in 2008.

4. Porn.com, sold for $9.5 million in 2007.

5. Business.com, sold for $7.5 million in 1999.

Facebook’s Stock Performance History

Prior to going public, Facebook’s 2011 profit reports reflected $1 billion on sales of $3.7 billion. As Facebook became publicly traded in May of 2012, the stock opened at $38.00 and fell down to $31.00 in the first 4 days. In the first three months on the market the stock value continued to sink, hitting its low at $17.73. It became apparent that the stock was significantly over valued by underwriters and investors. Even with the disappointing stock performance, Mark Zuckerberg Facebook’s CEO’s net worth was estimated at 19.1 billion dollars after going public. Zuckerberg first appeared on Forbes billionaires list in 2008 with an estimated net worth of 1.5 billion dollars. Therefore, it is clear that the brass at Facebook enjoyed a huge jump in personal wealth, while its pioneer shareholders are the ones that suffered the worst losses.

After their initial free fall in the stock market, the stock continued to hover around $19.61 per share until the expiration of the 91 day stock lock-up period (November 14, 2012). Within this Lock-up period, insiders and other large investors were not allowed to sell shares. Critics and speculators yammered that disappointed stock holders would sell their shares and cut their losses. Perhaps Facebook’s short, but volatile performance in the market lingered in their minds, along with memory of how LinkedIn (LNKD) fell about 30% in the time surrounding its lock-up period. However, Facebook embraced better than expected results, seeing a $3.60 price per share gain to bring the price per share to $20.01.

Aside from Facebook’s recent gains in the stock market, their 2012 third quarter revenue reports reflected better-than-expected profits and a 32% increase in third-quarter revenue to nearly $1.3 billion. The 3rd quarter report provided welcome news to share holders just weeks before the lock-up expiration. In addition a good 3rd quarter report, a footnote provides for a positive outlook for the 4th quarter report. As a 4th quarter report will begin to reflect financials relevant to the Instagram acquisition which was a major strategic move, to provide additional function ability “exclusive” to Facebook, in other words “a move to steer users away from Twitter” who has become a major competitor in the world of social networking.

My professional opinion is that you will never see Facebook charge it’s users directly for their membership! That would be like throwing a ticket booth up at the entrance where 4 billion users access this popular social network! As the popularity among mobile devices gains momentum with many manufacturers releasing their own tablets to compete with the iPad, it is already apparent that Facebook aims to produce and/or acquire various other applications that will offer greater function ability to mobile users. Acquisitions such as Instagram, is just a small example of how Facebook is moving to add additional and exclusive functions to offer users. An even bigger move to monetize Facebook was revealed on November 16, 2012. As Facebook announced “Facebook Gifts”. The “Facebook Gift” application will offer hundreds, if not thousands of products and possibly services provided by new retail partners, offered to Facebook members. This new application promises to assist Partners and Advertisers in seeing actual results by introducing an eCommerce mechanism to its 4 Billion plus users.

In addition to Facebook’s functions expanding, as of recent times I think we can all agree that we are noticing more advertising when accessing our Facebook accounts?  My opinion is that the additional advertising has been so subtle, that it has hardly been noticed by many users.

The Future of Facebook

If the slumping stock prices are pushing the envelope on monetization, then it is a logical next step for Facebook to capitalize on their current user base by expanding their social network into an internet conglomerate. What do I mean by “Internet Conglomerate”? Just as you see Google expanding to Social Media with Google Plus, you will see Facebook explore various internet services that allow profit ability without fees. The Facebook Gift expansion will provide an eCommerce vehicle for Facebook to compete with Amazon. You will see them expand to offer search engine services and perhaps a local coupon service or reviews of local business to compete with Groupon, Yelp and Google Places.

As Facebook joins other internet conglomerates such as Google, Microsoft and Yahoo, they will begin to step on each other’s toes, offering similar services.  I believe Facebook users can rest assured, Facebook will remain free! Ultimately consumers will benefit by enjoying more cutting edge internet tools and more competitive prices relative to eCommerce shopping.  I am sure an occasional advertisement here and there is in the works. However, I am sure we will survive.

Google Plus Local Replaces Google PlacesPublished on: Aug 2, 2012 

In regards to Search Engines, Google is and has been the largest and most used search engine, As a powerhouse in the search engine world, Google certainly has the ability to integrate search with social! A result of Google owning the Search Engine Market is Google AdWords. Google AdWords is Google’s main advertising product and main source of revenue. Google’s net revenues for: “advertising & other” (as listed in Google’s 2012 six month report ending June30) were $14 billion.  If it all relates to advertising, then another strategic move was the creation of Google Analytics back in 2005. Google acquired Urchin Software Corp. in April of 2005 and produced their branded version by November of 2005 (Source Wikipedia).  Many of us experienced web designers are familiar with the name Urchin as the former leader in the Web Statistic Market prior to Google acquiring them. Google Analytics (GA) is a free service offered by Google that generates detailed statistics about the visitors to a website. Google Analytics is a product that is aimed at marketers as opposed to webmasters and technologists from which the industry of web analytics originally grew. It is the most widely used website statistics service used by all of my fellow web designers. A valuable aspect of Google Analytics is its Integration with AdWords. This allows business owners to track and manage their online advertising campaigns in an environment where all the data lives under one roof.

Now back to Google Plus Local: Google+ (pronounced and sometimes written as Google Plus, sometimes abbreviated as G+) is a multilingual social networking and identity service owned and operated by Google Inc. It was launched in June 2011. As of July 2012, it has a total of 250 million registered users, many of which, are merely Google Accounts users who were registered automatically when the service was launched. Although the general public has come to understand the concept of an online social network, Google insists on calling Google+ a “social layer” as Google describes on their website, which is not just a destination site, but rather something that Google has added as a layer across many of its properties.

As Google steps up to bat in the Social Network arena, let us not forget that Google has attempted this previously. Google+ is considered the company’s fourth foray into social networking, following Google Buzz (launched 2010, retired in 2011), Google Friend Connect (launched 2008, retired by March 1st, 2012) and Orkut (launched in 2004, now operated entirely by subsidiary Google Brazil). That being said, I  personally consider Google+  to be  most viable competitor to Facebook.  In November 2011 Google+ was integrated into the account creation process for other Google services, such as Google Mail.  According to independent analyses of its growth in December 2011, the site was adding an estimated number of 625,000 new users a day, which may total 400 million members by the end of 2012. Another 2011 Google acquisition was Zagat. Similar to Yelp’s business model, Google Plus Local will combine with Zagat to give users a more complete and detailed restaurant platform to review, rate, and choose restaurants to dine in and allow them to share their experiences on social networks. Google Plus Locall promotes the new endeavor as a way to discover great places through reviews and photos.

Something tells me Google Plus Local is here to stay! With that being said, if you are a business owner (even if you do not have a website) there are some actions you must take to ensure your company makes the switch to Google Plus Local. If you already have a Google Place that you have claimed, it is very likely that Google will migrate your “Google Place” into the new format. However it will be up to you to customize the look and feel of your new “Google Plus Local Page”.

In conclusion and returning full circle to the realm of Search Engine Optimization, (in which Google is a major player), we know that activity on social networks can generate referrals for your website.  Knowing Google’s model of “taking over the internet“, would it be too farfetched to assume that as Google modifies their search engine algorithms, they might  favor businesses and websites that are active in their community?  I believe that it is a safe assumption that those who are active on the Google Plus platform, will enjoy better search engine results, specifically in the Google Search Engine. In any case, in the spirit of being a good content manager and social media blogger, join Google Plus Local and stay active on all fronts!  Being mindful of SEO as it relates to Social Media will never change. Will Google Plus over throw Twitter and/or Facebook? Who knows?  For now Google Plus has becomes one more place to add for Social Media Managers,  to add to their list of performing weekly posts, status, tweets and now g+!

Content Management Systems | Updating Your Own WebsiteWith the advent of Web Content Management Systems, began an era where a regular person could easily update, edit, publish and modify a web sites content using a web based control panel. This means a person without web design training or expensive software programs could update their website as easy as posting status, text and images on social networking sites such as FaceBook or LinkedIN. A much added bonus is that, those who have developed their sites in a CMS no longer suffer from paying expensive hourly maintenance fees as they manage to keep their site up to date.

Features and function abilities of the various Content Management Systems differ from system to system; many simpler systems showcase only a handful of features, while others are much more complex and powerful. The industry offers “Open Source” (Free & Community Driven) and “Proprietary” (PAID and Custom Developed) systems. Both Open Source and Proprietary Options offer pros and cons. Whereas Open Source options, such as WordPress and Joomla have proven to be a more cost effective solution for many small business owners. While Proprietary Systems are custom developed resources that are built to achieve special function ability, security features and compatibility to offline systems. However in current times, it is a safe assumption that Proprietary software’s role as the primary innovator in the global market is most certainly over. As I often say myself, “Why try to rebuild the wheel, this has been done before”. Being that Open Source solutions are community drivin, the envelope is constantly being pushed!

One last note in the Open Source versus Proprietary discussion: As I finish rooting in the corner for Open Source solutions, I feel that I must point out that there are always anomalies. As I myself have experienced projects that have outgrown Open Source solutions, it does happen! Sometimes you have projects that push the envelope beyond what Open Source can do. Even though Open Source offers worlds of possibilities (being that extension are always being developed to extend the core function of open source), it is the core structure of data management that ends up being the defining factor in some cases of Open Source versus Proprietary.

While back in 2007 Joomla boasted that over 30 million of the worlds websites were using Joomla!

As I have already alluded to, the two big dogs in the world of Open Source Content Management are Joomla and WordPress.
